Xing Lianghui is a researcher with the Paulson Institute’s Green Finance Center, where she primarily supports the Center Director in developing green finance research plans and driving project implementation.

With nearly a decade of experience in the climate field prior to joining PI, she has built a strong professional profile in climate policy and project implementation. During her tenure at GIZ, she led the adaptation workstream under the Sino-German Climate Cooperation—NDC Implementation project. In this role, she successfully facilitated collaboration between international and Chinese expert teams to deliver key policy research outcomes and assisted multiple provinces and municipalities in developing actionable climate adaptation plans. At Ramboll, she gained extensive hands-on experience in the full project cycle—from planning and design to implementation—and successfully delivered several sponge city and ecological-related masterplan projects. Additionally, she has one year of experience in flood risk mapping and loss assessment.

Xing holds a Master’s in Water Resources Management from the University of Twente in the Netherlands and a Master’s in Environmental Engineering from Chang’an University.
